This bill requires anyone distributing advertisements paid for by foreign governments or foreign individuals to clearly disclose that fact to consumers. The disclosure must match the advertisement's format—for example, spoken disclosure for audio ads, text for print ads, and both audio and text for videos. For ads paid by foreign individuals or entities, the disclosure must also identify their country of citizenship or where their main office is located. The Federal Trade Commission will enforce the rule and can penalize violators as if they had committed unfair or deceptive advertising practices under existing consumer protection law. The bill essentially aims to increase transparency about foreign-funded advertising so Americans can identify propaganda or influence campaigns from abroad.
