Additionally, the legislation establishes a grant program providing federal funding to states to help them adopt these modernized planning practices, with states required to submit implementation plans and progress reports. States will have up to five years to use the grant money, and the Department must publish its initial guidelines within two years of the bill's enactment and update them every five years thereafter.
