The pilot program will run for up to five years, after which the Department must publish a comprehensive study evaluating the effectiveness of different financial tools and submit annual reports to Congress with recommendations on expanding the program. The legislation authorizes $750 million in funding, with provisions for reinvesting revenues from successful projects back into the program.
