The legislation also requires the federal government to create a data collection system tracking adoption disruptions and dissolutions—gathering information on why placements fail, how long children remained in care, and other key metrics—with annual reports beginning in fiscal year 2026. An advisory committee will be established to identify remaining gaps in adoption data collection. Most provisions take effect October 1, 2025.
