The Biomanufacturing Excellence Act establishes a National Biopharmaceutical Manufacturing Center of Excellence to advance the production of medicines created from biological systems. The center will be operated by a competitive award to eligible organizations—such as public-private partnerships, universities, or consortia—and will focus on developing new manufacturing technologies, improving production processes, training workers in biotechnology skills, and reducing dependence on foreign supply chains for critical medicines. The bill authorizes $120 million in federal funding for fiscal year 2026 to support facility construction, collaborative research, workforce training programs, and related research activities. The Department of Commerce's National Institute of Standards and Technology must solicit applications within 180 days of the bill's enactment and select an operator within that same timeframe. The selected entity will be required to submit progress reports to Congress at one year, five years, and other intervals after operations begin, with findings shared publicly to help advance biopharmaceutical manufacturing across the United States.
