The CREATIVE Act establishes a federal grant program to support artists, creative professionals, and arts organizations across the country. The program, managed by the Department of Commerce, offers three types of competitive grants: up to $5 million for hiring artists and staff for productions and performances (5-year spending window), up to $3 million for constructing or acquiring arts facilities (5-year window), and up to $3 million for repairing or maintaining existing arts facilities (3-year window). Priority is given to organizations serving underserved communities, rural areas, minority artists, people with disabilities, and those addressing economic hardship. All grant recipients must commit to fair labor practices, community input, diverse governance, and maintaining employment after grant funds are spent. The bill authorizes $700 million annually for fiscal years 2026 through 2030, with at least 25 percent reserved for rural communities and no more than 30 percent designated for facility maintenance grants.
