Within four months of the report, HUD must begin a formal rulemaking process to create alternative payment schedules designed specifically for modular and manufactured home developers, with opportunity for public input. The bill also allows HUD to award grants to study and design a standardized system for coding and tracking modular home components to improve efficiency and facilitate financing.
