The CARE for Moms Act is a comprehensive maternal health bill addressing the U.S. maternal mortality crisis, which has nearly doubled since 2000 and disproportionately affects Black women, who die at nearly three times the rate of White women. The legislation expands Medicaid and CHIP coverage to include comprehensive oral health services and mandates 12 months of continuous full-benefit coverage for pregnant women and the first year after pregnancy, with the federal government initially covering 100% of costs (declining to 90% thereafter). The bill funds new programs including $35 million annually for state perinatal quality collaboratives, $50 million for doula training programs, and $10 million annually for rural mobile health units delivering obstetric care in underserved areas, all running through 2030. Additionally, it increases federal reimbursement rates for rural obstetric services and requires hospitals to provide 90 days' notice before closing obstetric units. To fund these initiatives, the bill substantially raises federal excise taxes on tobacco products, including doubling the tax on cigarettes and establishing tax parity across all tobacco types, with most changes taking effect shortly after enactment.
