Referred to the Committee on Ways and Means, and in addition to the Committee on Education and Workforce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Tri-Share Child Care Pilot Act creates a three-year federal pilot program to help working families afford child care by splitting costs equally among parents, employers, and government. States that apply and qualify for competitive grants will administer the program, which covers child care expenses for children not yet in kindergarten whose family income falls within a specified range tied to each state's child care assistance threshold. The program applies only to employees of participating employers who voluntarily enroll; participating employers and parents each contribute one-third of child care costs while the state agency pays the remaining third directly to approved child care providers. Congress appropriates $250 million annually for the pilot period, with 5 percent reserved for program evaluation and 5 percent for technical assistance to states. The Secretary of Health and Human Services must evaluate the program's cost-effectiveness and impact on employment and child care access, then report findings to Congress within one year after the program ends.
