Federal funding covers 75 percent of development costs and 50 percent of implementation costs for most applicants, though tribal governments receive higher federal cost-sharing (100 percent and 85 percent respectively). Grant recipients must submit performance reports, conduct annual audits, and dedicate at least one-third of total funding to each of development and implementation activities, with an additional one-third reserved specifically for tribal government projects.
