This bill requires federally funded health centers to install baby changing tables in their restrooms as a condition for receiving grants under the Public Health Service Act. The requirement applies to all public-facing restrooms in these facilities, though health centers can be exempt if another restroom with a changing table is on the same floor and clearly marked, or if construction costs are unfeasible. New facilities must comply immediately upon opening, while existing facilities have five years to comply. The bill authorizes $5 million in additional funding to help health centers cover the costs of purchasing and installing changing tables and directional signage, and allows the Secretary of Health and Human Services to grant extensions or waivers for extenuating circumstances.
