This bill reauthorizes and expands the Commission on Farm Transitions—Needs for 2050, a federal advisory body that studies challenges facing American agriculture. The legislation requires the Secretary of Agriculture to establish the commission within 60 days of the bill's passage and broadens its mandate to examine how farmers access affordable and timely land, training programs, and financing, as well as issues affecting women farmers and historically underserved communities. The commission will also investigate barriers to agricultural land succession, foreign ownership trends, and state and federal policies that help or hinder farm transitions. The bill extends the commission's reporting deadline from one year to two years after enactment and extends its overall authorization through 2029, giving policymakers more time to study and develop solutions for helping the next generation enter farming and for supporting existing farmers' transitions.
