The report should also assess whether Serbia is failing to proportionally integrate Albanians into public institutions, providing adequate school textbooks in Albanian, supporting Albanian media and culture, or considering mandatory military service for ethnic Albanians. The report can be submitted as unclassified material with a classified section if needed, and carries no specified funding amount beyond typical State Department operations.
