The bill directs the Postal Service to consult with the Census Bureau, Puerto Rico's Planning Board, and local governments while gathering data on delivery failures and address validation issues. The Postmaster General must report to Congress one year after enactment and annually for three years afterward on progress made and any obstacles encountered. The legislation requires no new federal funding, as the Postal Service must implement these changes using its existing budget.
