Referred to the Committee on Financial Services, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Build Housing with Care Act of 2025 creates a new federal grant program to address shortages in both affordable housing and child care by encouraging housing developers and child care providers to operate in the same location. The Department of Housing and Urban Development will award competitive grants of up to $10 million each to help eligible organizations design, build, or renovate facilities combining affordable housing with on-site or nearby child care services, with priority given to projects in underserved areas, low-income communities, rural regions, and those partnering with Head Start providers. The bill authorizes $100 million annually from 2025 through 2030 and requires grant recipients to protect existing residents from eviction and involve residents in project planning. Additionally, the bill directs the Government Accountability Office to complete a study within 12 months examining child care access and affordability for public housing residents, identifying regulatory barriers, and recommending ways to improve federal support and increase awareness of existing assistance programs.
