The bill defines "furniture banks" as nonprofits and charities that distribute household items at little or no cost, and makes any furnishings provided the permanent property of recipients. The Department of Housing and Urban Development must report within three years on how furniture assistance affects homelessness and "furniture poverty" (the inability to afford essential household items), with annual follow-up reports thereafter. The legislation is temporary and automatically repeals five years after enactment, making it a pilot program to test whether addressing basic housing needs like furniture can help prevent people from returning to homelessness.
