The bill exempts certain content, including private communications, classified materials, routine text documents reviewed before publication, and minor visual edits that don't materially change meaning. The Office of Management and Budget must issue implementation guidelines within 180 days, and federal agencies must submit annual compliance audits to Congress. Violations can result in disciplinary action for federal employees, contract termination for contractors, and mandatory corrections and retractions, with the Comptroller General authorized to oversee compliance and issue corrective actions when violations occur. The requirements take effect 90 days after enactment.
