The coupons can only be used for food purchases at commissaries and cannot be used for alcohol, tobacco, or excessive deposit fees; they would supplement, not replace, existing military food allowances and meal programs. Within 90 days of the one-year pilot ending, the Defense Department must report to Congress on coupon usage, member satisfaction, impacts on commissary and dining facility usage, and whether the program reduced food insecurity among junior enlisted members.
