The Veterans Affairs Management and Oversight of Software Assets Act of 2025 requires the Department of Veterans Affairs to create and maintain a comprehensive policy for managing the software programs and subscriptions it uses across the entire department. The policy must include maintaining an up-to-date inventory of all software assets, identifying waste and duplicate purchases, coordinating major software acquisitions through the Chief Information Officer, and adopting cost-effective licensing strategies. The department must also train employees annually on software acquisition and management best practices, and report annually to Congress on policy updates and cost savings achieved. The legislation requires no new funding, instead using existing departmental resources and personnel, and the requirements sunset after five years. Additionally, the Government Accountability Office must evaluate the department's implementation and savings within three years of the bill's enactment.
