This bill directs the Department of Defense to create a new Biotechnology Management Office to coordinate the military's development and use of biotechnology and bioindustrial manufacturing processes. The Secretary of Defense must designate a senior biotechnology official within 90 days and formally establish the office within 120 days, with the office reporting to the Deputy Secretary of Defense. The office's responsibilities include developing long-term biotechnology roadmaps, updating acquisition policies, coordinating with other government agencies and private industry, identifying workforce gaps, and supporting public-private partnerships and regional innovation hubs. The bill also amends existing law to authorize the use of Defense Department research and development funds for bioindustrial manufacturing activities. The Biotechnology Management Office will operate until September 30, 2030, and the Secretary must brief Congress within 30 days of designating the senior official on the office's charter and one-year implementation plan.
