The DISPOSAL Act requires the General Services Administration (GSA) to sell or lease six specified federal office buildings in Washington, D.C., including the Frances Perkins Federal Building and the James V. Forrestal Building. The GSA can sell these buildings at fair market value or enter into ground leases lasting up to 99 years, and may relocate any federal agencies currently occupying these buildings to other locations, with any leftover proceeds going to reduce the federal deficit. The bill exempts these transactions from standard environmental reviews, historic preservation rules, and competitive bidding requirements, while prohibiting foreign ownership and preventing courts from reviewing the GSA's decisions. Additionally, the GSA can add up to 20 more underutilized federal buildings (those operating below 60 percent capacity) to the disposal list each year with congressional notification, though the agency's authority to do so expires on December 31, 2028.
