The Save Animals Through Operational Shelters Act of 2025 creates a federal grant and loan program to help rural communities build and improve animal care facilities. The U.S. Department of Agriculture will distribute up to $10 million annually to eligible organizations—including state and local governments, Native American tribes, and nonprofits—to construct or expand animal shelters, adoption centers, veterinary clinics, spay and neuter facilities, and emergency shelters in rural areas. The federal government will cover up to 75 percent of project costs, with higher federal support for facilities in poorer or smaller communities. The program also provides grants for technical assistance and training to help organizations plan and manage these facilities. The Department must finalize rules within 180 days and begin accepting applications within one year, with biennial reports to Congress on program results and geographic distribution of funds.
