This bill establishes a dedicated CCP Initiative within the Department of Justice's National Security Division to counter threats from the Chinese Communist Party against American innovation and economic interests. The initiative will work to prevent espionage targeting intellectual property and academic institutions, develop enforcement strategies against technology transfer schemes, identify and prosecute trade secret theft and economic espionage, protect critical infrastructure from foreign investment risks, and investigate Chinese companies on U.S. watchlists. The Attorney General must operate the initiative as a separate, independent program with dedicated resources that cannot be diverted to other DOJ programs, and must submit annual reports to Congress detailing progress, challenges, resource sufficiency, coordination efforts with federal agencies and private companies, and estimated economic losses from Chinese hacking and theft. The program is set to expire automatically six years after enactment.
