This bill authorizes federal support for building the Theodore Roosevelt Presidential Library in Medora, North Dakota. The Secretary of the Interior may award grants totaling up to $50 million to the Theodore Roosevelt Presidential Library Foundation to help establish the library, but only after the Foundation certifies it has already raised at least $100 million from North Dakota state funds or other non-federal sources. This federal money can only be used for building the library, not for its ongoing operation or maintenance. Separately, within 180 days of enactment, the Interior Secretary may arrange to loan the Foundation historic and educational artifacts related to Roosevelt, especially items currently in storage and not on public display, from agencies like the National Park Service and Fish and Wildlife Service. Once established, the library will be run by a non-federal entity, with the federal government staying out of its day-to-day operations unless specifically asked to help.
