The Protecting Access to Affordable Coverage Act of 2025 makes several changes to expand health insurance enrollment under the Affordable Care Act. The bill extends the open enrollment period for 2026 plans from the standard timeframe to run from November 1, 2025, through May 1, 2026, giving people more time to sign up. It also creates a new monthly special enrollment opportunity for low-income individuals earning under 150 percent of the poverty line who qualify for premium subsidies. Additionally, the bill repeals certain income verification requirements and requires health insurance marketplaces to fund navigator programs—organizations that help people understand and enroll in coverage—with at least $100 million per year starting in fiscal year 2026, with funding prioritized for entities that have a physical presence in their states. These changes primarily benefit uninsured and low-income Americans seeking affordable health coverage.
