The Housing Crisis Response Act of 2025 is a comprehensive housing bill introduced by Rep. Waters that appropriates approximately $150 billion to address affordable housing shortages and improve housing conditions across the country. The bill funds major initiatives including $64.95 billion for public housing repairs and improvements, $24.85 billion for affordable housing production through existing programs, $23.6 billion for rental assistance vouchers targeting extremely low-income families and people experiencing homelessness, and $6.8 billion in down payment assistance for first-generation homebuyers. Additional funding supports housing for seniors and people with disabilities, rural housing development, lead-based paint remediation, energy efficiency upgrades, zoning and planning reforms, fair housing enforcement, and community revitalization efforts in distressed neighborhoods. The bill also establishes new federal mortgage programs for low-to-moderate income first-time homebuyers, provides flood insurance premium relief, and requires increased accessibility standards in multifamily housing, with most appropriations effective through fiscal year 2026 and beyond.
