The American Citizenship Healthcare Integrity Act of 2025 would require hospitals participating in Medicare to ask patients about their citizenship status as a condition of continued program participation. Starting 180 days after the bill becomes law, hospitals, critical access hospitals, and rural emergency hospitals would need to include a citizenship question on patient intake forms and submit annual reports to the federal government detailing how many non-citizens received care and the dollar amount of uncompensated services provided to them. Additionally, the Secretary of Health and Human Services would be required to publish yearly reports showing the total cost of uncompensated care given to non-citizens across all participating hospitals and estimate how much federal spending under Medicare and Medicaid was tied to that uncompensated care. The bill affects all hospitals in the Medicare program and aims to track healthcare costs associated with treating non-citizens, though it does not change eligibility rules or funding levels for any healthcare programs.
