The VA Insurance Improvement Act makes four main changes to veteran insurance programs. First, it expands eligibility for VA life insurance by removing the requirement that veterans have a service-connected disability and raising the age limit for applying to 81 years old, allowing more veterans to access this benefit. Second, it creates a reimbursement mechanism so that the Department of Veterans Affairs can transfer administrative costs related to its mortgage life insurance program from one budget account to another to ensure proper funding. Third, it adds Space Force members to the list of service members eligible for Traumatic Servicemembers' Group Life Insurance (TSGLI), which provides automatic coverage for military personnel who suffer severe injuries. The bill was introduced in December 2025 by Representatives Pappas and Moylan and referred to the House Committee on Veterans' Affairs for consideration.
