Referred to the Committee on Energy and Commerce, and in addition to the Committee on Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Environmental Justice Screening Tool Act of 2025 requires the EPA to create a free, public online mapping tool within one year to identify communities that face disproportionate environmental, health, economic, and social burdens. The tool will assess census tracts across six categories of factors—including air quality, proximity to polluting facilities, natural disaster frequency, disease rates, poverty, and racial demographics—to determine which communities experience the most significant combined pressures. The EPA must establish thresholds for each factor category after gathering input from universities, nonprofits, community organizations, and local governments, and must review and update the tool annually. Once launched, all federal agencies are encouraged to use this tool to guide their funding and resource decisions to prioritize disadvantaged communities. This legislation aims to help policymakers and communities better understand and address environmental inequality.
