H.R. 6833, the ARCA Act of 2025, requires the Department of Veterans Affairs to reorganize and consolidate its acquisition, procurement/contracting, and logistics and supply-chain activities under the VA’s Assistant Secretary for Acquisition within one year of enactment, even if some of those functions currently belong to other VA administrations. The law also says VA should not require employees to physically relocate solely because of the reorganization. Within 90 days of beginning the consolidation, VA must send Congress a written implementation plan that lays out a timeline, along with training, communications, and needed policy or guidance changes, and it must brief the House and Senate Veterans’ Affairs committees. The bill also makes clerical updates to existing federal VA acquisition provisions in Title 38 by reorganizing the “cost assessment and program evaluation” sections and adding updated sections covering definitions, roles, evaluation, and requirements development for major acquisition programs.
