H.R. 6843 establishes a new Veterans Economic Opportunity and Transition Administration within the Department of Veterans Affairs, to be led by a Senate-confirmed Under Secretary appointed based on expertise in information technology and program management. The new administration will oversee vocational rehabilitation, educational assistance, housing loans, and transition programs for veterans and their dependents. The bill takes effect October 1, 2027, with staffing capped at 31,401 full-time employees in fiscal years 2028 and 2029 for both the new administration and the existing Veterans Benefits Administration combined. Before transferring any services to the new administration, the VA Secretary must certify to Congress—between April 1 and September 1, 2027—that the transition will not harm veteran services and that those services are ready to transfer.
