Referred to the Committee on Energy and Commerce, and in addition to the Committee on the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
H.R. 6845 establishes a federal multi-agency task force to combat the illegal importation, distribution, and sale of e-cigarettes, which the bill treats as a public health threat. The task force will be co-chaired by the Attorney General and Secretary of Health and Human Services and include representatives from eleven federal agencies—including the FDA, FBI, DEA, Customs and Border Protection, and the Federal Trade Commission—plus any other relevant agencies deemed necessary by the co-chairs. The task force must meet at least monthly and develop a comprehensive strategy to reduce unauthorized vaping products in the market while coordinating enforcement efforts across agencies. Beginning within 30 days of the bill's enactment, the task force must submit detailed reports to Congress twice yearly documenting each agency's enforcement actions, legal authorities, and recommendations for improving inter-agency collaboration. The task force will operate for 10 years before automatically dissolving, unless Congress extends it.
