The Tax Administration Simplification Act makes several changes to simplify how businesses and individuals handle their federal tax obligations. The bill extends the deadline for small businesses to elect S corporation status from the first 2.5 months of a tax year to the full due date of their tax return (including extensions), giving businesses more time to make this important classification decision. The legislation also shifts the due dates for individuals' quarterly estimated tax payments, moving them from June 15 and September 15 to July 15 and October 15 respectively. Additionally, the bill extends the "mailbox rule"—which currently protects timely documents from being considered late if postmarked on time—to electronic tax filings and payments, so documents and payments transmitted electronically by the deadline will be treated as timely even if received after the deadline. The Secretary of the Treasury must issue regulations implementing the electronic filing provisions within one year, with most changes taking effect for tax years beginning after the bill is enacted.
