The Labor Department must develop and publish the notices within 270 days of the bill becoming law, with states given 45 days to contribute information about their own veteran benefits programs, and the notices must be reviewed and updated at least twice yearly. The bill also requires the Labor and Veterans Affairs departments to conduct a public information campaign during the first 180 days to inform employers about the notice requirement. The display requirement takes effect one year after the bill is enacted, giving employers time to prepare, though other provisions take effect immediately upon enactment.
