This bill establishes a new advisory committee within U.S. Citizenship and Immigration Services to provide guidance on the EB–5 Regional Center Program, which grants immigrant investor visas to foreign nationals who invest in U.S. business projects. The committee will consist of up to 35 members representing regional centers involved in the program, as well as mayors, county economic development officers, state officials, and federal agencies, with balanced representation across different geographic regions and project types. The committee will advise the agency on program improvements, submit annual reports to Congress and the public, and establish subcommittees focused on administration, economic impact, and policy matters. Members will serve two-year terms without compensation and the committee must meet at least quarterly, with at least one public meeting per year. The committee will terminate once all pending EB–5 visa petitions are adjudicated.
