This bill expands the Department of Veterans Affairs home loan program to include members of the National Guard and military reserve components who have performed certain types of service. Currently, many Guard and Reserve members do not qualify for VA-guaranteed housing loans unless they served on extended active duty orders. The bill makes two key changes: it broadens the definition of "active duty" to include shorter periods of service such as annual training and inactive-duty training, and it creates a new category for individuals with at least 14 days of qualifying service (with an additional 1 percent loan fee to offset costs). The Veterans Affairs Secretary must notify all Guard and Reserve members who complete basic training about their new eligibility. These changes apply retroactively to service performed since September 11, 2001, potentially allowing thousands of Guard and Reserve members to access VA home loan benefits for the first time.
