Referred to the Committee on Transportation and Infrastructure, and in addition to the Committees on Education and Workforce, and Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The REAADI for Disasters Act aims to improve emergency preparedness and response for the 70 million Americans with disabilities and 54 million seniors who face disproportionate risks during disasters due to inaccessible information, inadequate shelter accommodations, and lack of trained personnel. The bill requires federal disaster relief recipients to make all communications and facilities accessible, include people with disabilities and older adults in planning decisions, and ensure new housing meets accessibility standards. It authorizes $100 million annually through 2030 for grants supporting disaster training and partnerships, another $100 million annually for an emergency human services fund, $300 million annually for state and local preparedness programs, and competitive grants of $2.5–$10 million for national research and policy projects focused on inclusive disaster response. The legislation also establishes a temporary advisory committee to review past federal disability rights violations in disaster response and directs the Government Accountability Office to investigate federal agency compliance with disability laws in disaster spending since 2005, with reports due within one year.
