H.R. 704 directs the U.S. Postal Service to create and sell a special Manatee Semipostal Stamp—a type of stamp sold at a premium price above regular postage. All revenue generated from selling this stamp would go to the U.S. Fish and Wildlife Service to fund manatee conservation and habitat protection efforts across the United States. The stamp must be available to the public for at least two years, with sales beginning no later than one year after the bill becomes law. The bill contains no additional funding mechanism since it relies on voluntary consumer purchases of the stamps. This legislation would allow Americans to support manatee conservation simply by choosing to use these special stamps instead of regular postage.
