Referred to the Committee on Oversight and Government Reform, and in addition to the Committee on the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Make It Count Act would require the U.S. Census Bureau to ask respondents about their citizenship status starting with the 2030 census, with results broken down by state and made public within 120 days. More significantly, the bill would change how House seats are apportioned among states by counting only U.S. citizens instead of all residents, meaning states with larger non-citizen populations could lose representation. The legislation also prevents states from redrawing congressional districts more than once per decade following the census apportionment, except when required by a court order to comply with the Constitution or the Voting Rights Act. These changes would take effect after the 2024 election for redistricting rules and starting with the 2030 census apportionment for citizenship-based representation. The bill affects all states and would fundamentally alter the census and apportionment process that has been in place for decades.
