The CHAT Act requires companies that operate "companion AI chatbots"—artificial intelligence systems designed to simulate friendship or emotional support—to implement age verification measures and protect minor users. Under the bill, companies must require all users to create accounts, verify their age using commercially available methods, and for users under 18, obtain parental consent and link accounts to verified parent profiles. Companies must also monitor chatbot conversations for signs of suicidal thoughts and immediately alert parents if detected, block minors from sexually explicit content, and regularly remind users they're talking to an AI rather than a human. The Federal Trade Commission has 180 days after enactment to issue guidance on compliance, and violations are treated as unfair or deceptive practices under existing FTC authority, with enforcement power shared between the FTC and state attorneys general. The law takes effect one year after enactment.
