This bill creates a simplified customs entry process for small international shipments valued at $600 or less sent through express carriers like FedEx or UPS. Instead of filing formal customs paperwork, these carriers can submit electronic advance shipping information to U.S. Customs and Border Protection for streamlined clearance. However, the bill excludes certain sensitive products—including items subject to anti-dumping duties, tariff quotas, alcohol, tobacco, and other goods regulated by federal agencies—from using this faster process. The bill requires express carriers to charge importers a fee of either 20 percent of the shipment's value, the standard tariff rate, or another applicable duty rate, with these fees collected quarterly and deposited into the Treasury. The law takes effect 30 days after passage.
