The study requires consultation with state and local officials, historical organizations, and community groups, and should examine whether sufficient collections exist, what the costs would be, and where the museum should be located—either at an adjacent property (22 Reade Street) or within the monument itself. The Secretary must also determine the best entity to operate the facility and whether there is public and community support for the project.
