This bill directs the U.S. Commerce Department's Assistant Secretary for Travel and Tourism, in coordination with the State Department and Department of Homeland Security, to develop closer working relationships with Taiwan authorities to boost travel and tourism between the two regions. The initiative affects American travel and tourism businesses, airlines, hotels, restaurants, and tourism offices that could benefit from expanded cooperation and industry partnerships with Taiwan. Within 90 days of enactment, officials must begin engagement efforts, and they must submit progress reports to Congress every year for six years describing partnership activities, any obstacles encountered, and recommendations for further expansion. Additionally, the Secretary of Homeland Security must study whether to establish a customs preclearance facility in Taiwan or elsewhere in the Indo-Pacific region, examining how such a facility would affect trade, tourism revenue, passenger travel, staffing needs, and U.S. foreign policy goals. The bill requires all participating agencies to protect sensitive U.S. business information and economic interests while pursuing these cooperation efforts.
