This bill aims to strengthen internet freedom for Iranian citizens by coordinating U.S. government efforts to promote access to communication tools that bypass government censorship. The legislation designates the Secretary of State as the lead official for internet freedom initiatives in Iran and requires the State Department to update a comprehensive strategy within 120 days to address satellite communications, VPNs, and other circumvention technologies. The bill also prevents U.S.-licensed satellite and direct-to-cell operators from intentionally blocking coverage over Iran and directs the State Department to establish cybersecurity training and digital safety tools for Iranian journalists, human rights defenders, and civil society activists within 180 days. The bill authorizes $15 million for fiscal years 2027 and 2028 to support these programs and requires regular reporting to Congress. All provisions operate within existing U.S. sanctions laws, meaning nothing in the bill authorizes transactions that are currently prohibited or requires companies to provide services directly in Iran.
