This bill allows states, tribal governments, and territories to use leftover disaster management funds from completed recovery projects on new disaster-related activities. Currently, when disaster recovery projects finish under budget, any unused management funds must be returned to the federal government. The legislation changes this by permitting recipients to keep these "excess funds" and use them for building disaster preparedness capacity, managing costs for other disasters, or funding mitigation activities. The excess funds would remain available for five years after they become available. The bill applies only to disasters declared and funded after the law takes effect, requires no additional federal spending, and directs the Government Accountability Office to study actual management costs within 180 days to assess whether current funding levels are appropriate.
