The Iowa National Guard Heroes Commemoration Act designates two Department of Veterans Affairs clinics in Iowa in honor of fallen soldiers. The Des Moines VA clinic will be renamed the Staff Sergeant Edgar Torres-Tovar VA Clinic, and the Marshalltown community outpatient clinic will be renamed the Staff Sergeant William Nathaniel Howard VA Clinic. Both staff sergeants served as Cavalry Scouts in the same Iowa National Guard unit and were killed in action on December 13, 2025, during counterterrorism operations in Syria. The bill recognizes their service through multiple deployments and the military decorations they earned, including the Bronze Star Medal with Valor and the Purple Heart. The legislation has no direct fiscal impact as it simply renames existing facilities to honor these fallen Iowa soldiers and their contributions to the nation.
