H.R. 752
H.R. 752 establishes a federal research and development program to detect and reduce methane emissions from natural gas infrastructure, oil and gas operations, and coal mines. The bill authorizes the Department of Energy to conduct research on detection technologies, work with states and universities on mitigation strategies, and establish a Methane Emissions Measurement and Mitigation Research Consortium to coordinate data sharing and research priorities among federal agencies, industry, universities, and nonprofits. Additionally, it directs the National Institute of Standards and Technology to create national testing facilities to standardize methane measurement methods and validate new detection technologies. The legislation funds the DOE program at $36–$44 million annually from 2026–2030 and the Commerce Department program at $15–$23 million annually over the same period, with the Consortium operating for up to ten years subject to a merit review at five years.
