The United States-Israel FUTURES Act of 2026 establishes a formal defense partnership called the United States-Israel Defense Technology Cooperation Initiative to accelerate development and integration of joint defense technologies between the two countries. The initiative focuses on emerging areas including counter-drone systems, artificial intelligence, missile defense, cyber defense, directed energy weapons, and biotechnology, with the goal of rapidly moving technologies from research into U.S. military systems and procurement programs. The Secretary of Defense will coordinate with Israeli counterparts and relevant U.S. federal agencies to identify promising technologies, establish joint ventures and manufacturing partnerships, and conduct collaborative research through government, academic, and private sector institutions. The bill requires progress reports to Congress within 180 days and annually thereafter, along with public updates on the initiative's activities, and authorizes $150 million annually for fiscal years 2027 through 2029 to fund the partnership.
