The Halting Inappropriate Limits Targeting Officers Now Act (HILTON Act) prohibits federal agencies from signing contracts with businesses that refuse services to federal law enforcement officers because of their official duties. The bill targets companies that either refused service to a law enforcement officer and stated the refusal was duty-related, or that have explicit policies allowing such refusals. The law applies to covered services including lodging, transportation, food and beverage, healthcare, vehicle rental, property rental, and storage. Agency heads can waive this prohibition only if no comparable service is available within 50 miles or if a parent company has taken sufficient corrective action against a subsidiary that violated the policy. The legislation treats companies under common ownership as a single entity for enforcement purposes, effectively expanding the scope of what constitutes a discriminating business.
