Referred to the Committee on Energy and Commerce, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Living Organ Volunteer Engagement (LOVE) Act establishes an 8-year Medicare demonstration program that pays hospitals to train staff as "living kidney donor transplant facilitators." These facilitators would help Medicare patients with end-stage renal disease find willing living kidney donors and navigate the donation process. Eligible hospitals—those that already perform kidney transplants—can receive Medicare reimbursement for the reasonable costs of running these training programs. The bill requires the Department of Health and Human Services to report to Congress after five years on whether the program increases the number of living kidney donors and transplants, improves patient outcomes, and saves Medicare money by reducing the need for dialysis. The program aims to address the kidney transplant shortage by making it easier for patients to identify and work with living donors.
